When is a foodborne illness considered an "outbreak"?

If two or more people exhibit the same foodborne illness symptoms after eating the same food, it is considered an outbreak. If it were only one person exhibiting the symptoms, then it would be difficult to identify which food caused the illness. Once the food and establishment have been identified by regulatory authorities, then a proper course of action can be taken.
